Harbor in Flames
Forsaken World Harbor in Flames — mid-late game (level 65-75) Storm Legion combat zone. Rescue missions, defender support quests, faction reputation. Connects to Eternal Abyss main questline. Drops Storm Legion artifacts.
Overview
Harbor in Flames is a mid-late game zone in Forsaken World — a port city consumed by Storm Legion attacks, where players assist defenders, salvage refugees, and uncover plot threads connecting to Eternal Abyss main questline. Heavy on combat encounters and faction-aligned quests.
This article covers zone layout, key NPCs, quest hooks, and rewards.
General Information
The raid is designed for level 90 players and has two difficulty levels:
- Normal: For 12-18 players in a raid. Consists of 3 bosses. Available once a week.
- Heroic: For 12-18 players in a raid. Consists of 3 more challenging bosses. Available once a week.

Access to the "Harbor in Flames" dungeon is only possible as part of a raid and through Mowen in the Hall of Fame in Hossinger. Only the raid leader needs to interact with the NPC to enter the dungeon.
Upon death in the raid dungeon, a character receives a 30-minute debuff "Weakness," reducing maximum health to 100, max mana to 10, and attack power to 0-0. The debuff can be removed by an NPC at the start of the raid or by Hendalf in Hossinger.
Normal Difficulty
- Each boss can be killed only once per week. If any raid member has already defeated the initial bosses, the raid will be transported directly to the next undefeated boss.

After speaking with Mowen, the raid is transported to the scorched lands of Velikodol, on the path to the former Fort Rotulor. Here, a mnemonic stone for exiting the dungeon and an NPC for repairing equipment, selling potions, and removing debuffs is available. Ground mounts can be used in the dungeon if the Rider's Contract is owned.
Near the northern entrance to Free Harbor, the first boss awaits the brave heroes.
First Boss: Graham

-
If Graham changes targets, he gains a 10% attack buff, stacking up to 100 times.
-
Every 30% health reduction (70%/40%/10%), Graham's aggro resets, potentially changing his target. To avoid unnecessary attack buffs, all raid members except the tank should stop attacking 0.5-1% before the reset.
-
DoTs do not generate aggro, so characters with high DoT damage won't draw aggro after a reset unless they deal direct damage.
-
Approximately every 20-25 seconds, Graham will call out a raid member's name (blue message in the center of the screen). This player must stop dealing direct damage for 15 seconds to prevent aggro change and attack buff.
-
Fire Dispersion: Every 15 seconds, Graham releases a fire wave in a 60-degree area in front of him. Damage is shared among players in this area and reduced by defense and skills that decrease incoming damage. Total damage is 500,000.
-
Fire Whirlwinds: Every 30 seconds, a random player takes minor damage, which spreads to nearby players. Each subsequent player takes 20,000 more damage than the previous one.

-
After Graham's defeat, the raid must proceed to the western entrance, as the northern entrance becomes inaccessible. Monsters encountered along the way offer no rewards, so they can be bypassed.
Second Boss: Storm Guardian of Leafville
At the western entrance resides the second boss, with two variations on normal difficulty.

There are 6 variations of this guardian, each with different passive abilities. The guardian set changes daily. Upon one guardian's death, its partner fully heals and gains its ability.
- Guardian Variations:
- Tank receives a debuff reducing healing by 25%, up to 4 stacks, refreshed every 45 seconds. Every 23 seconds, the tank heals for 20,000 HP.
- Passive reflect: Each hit on the boss reflects 10,000 damage back to the player.
- Passive aura: Every 10 seconds, all players within 10 meters receive a movement speed debuff, up to 50 stacks.
- Every 15 seconds, a fire puddle appears under the tank, increasing damage by 10,000 per second.
- A random player receives a debuff for 30 seconds, dealing 3,000 damage every 3 seconds to themselves and nearby players, up to 50 stacks.
- Every 20 seconds, the boss applies debuffs to characters further than 5 meters. Stack count depends on distance, 1-9 stacks per instance. At 99 stacks, the character dies.
After defeating both guardians, a large chest appears at the western entrance, containing rewards. Climbing the stairs behind the chest leads to Free Harbor's main square, where the final boss awaits.
Final Boss: Dezil

-
Dezil will debuff a raid member, reducing health to 25%, dismounting, and preventing movement and skill use for 30 seconds. To remove the debuff, health must be restored to at least 90%.
-
After three Fire Orbs, Dezil emits a blue beam, rotating 360 degrees. Raid members must move behind Dezil to avoid the beam, which increases damage dealt to him during casting.
-
Every 20-25 seconds, Dezil throws a Fire Orb at the tank, which moves towards the raid, dealing damage in a 3-meter radius. Damage increases over time. The orb must be destroyed within 60 seconds, creating a portal to Dragon's Nest for 30 seconds. The portal can be used 3 times, with a 30-second cooldown after exiting.
-
Every minute, Dezil calls out a character's name, applying a "Weakness of Spirit" debuff for 5 minutes, reducing movement speed by 50% and defense by 90%. In Dragon's Nest, a red crystal with the character's name appears. Destroying the crystal removes the debuff.

At 50% health, Dezil transforms into a large black dragon.
Dezil: Second Phase
-
Curse of Oppression: At 30% and 10% health, Dezil reduces the raid's current health by 75% and applies a curse. Characters restoring health to 50% or more become dizzy for 8 seconds.
-
Aura of Majesty: Every 10 seconds, Dezil applies a stack of "Aura of Majesty" to all characters within 40 meters, reducing movement speed by 1%. Maximum 100 stacks. Entering Dragon's Nest removes this debuff.
-
Sweep: Every minute, Dezil applies a stacking debuff to characters in front, increasing damage from subsequent hits.
-
Occasionally, Dezil randomly changes targets, helping to remove the "Sweep" debuff.
At 15% health, the goddess Shalia grants the raid a "Goddess Shield" buff for 5 minutes, increasing crit chance to 100%, crit damage by 50%, and granting immunity to "Aura of Majesty." This blessing is only available on normal difficulty.
